When I add attribute points to fast casting, the activation and recharge times don't change when I look at my skills. Does this mean it works only when I use them in battle?

The display on your skills won't change, but when you use them they'll be reduced.

It's unfortunate that you can't see the changes on the tooltips. I have the same issue with Expertise on my Ranger. Make sure to check the table here on the effects of Fast Casting.
